Ms. Carol Snyder, Colorado County Clerks, testified in favor of the bill. Ms. Snyder explained the logistics involved in voting absentee and the bill's rectification of some logistical problems. Ms. Snyder's testimony included an explanation of confidentiality arrangements with regard to election clerks.

-- Mr. Bill Compton, representing the Secretary of State, also testified in favor of HB 06-1012, and further explained the two main law changes in the bill. Representative Cadman questioned the deadline change for absentee voting and what constitutes an electronic transfer. Mr. Compton explained that an electronic submission means by facsimile and explained the reason for the deadline change. Ms. Snyder further explained the turnaround time and deadline involving absentee ballots. In response to a question from Representative Schultheis, Mr. Compton and Ms. Snyder explained the allowable forms of identification for submitting ballots. A discussion ensued regarding these identification types. Mr. Compton and Ms. Snyder clarified for Representative Liston the situations in which an absentee ballot can be faxed to a voter. In response to questions from Representatives Ragsdale and Liston, Ms. Snyder explained signature requirements and the signature verification process for absentee voting.
