04:04 PM -- Senate Bill 06-044

Representative Green, sponsor, presented the bill expanding the Colorado Indigent Care Program (CICP) by increasing the income eligibility criteria from 185 percent of the federal poverty level to 250 percent FPL. She distributed L.005 to committee members (Attachment E).

The following persons testified:

04:09 PM -- Jennifer Miles, Colorado Community Health Network (CCHN), spoke in support of the bill. She stated CCHN clinics are able to care for only one in four of the state's uninsured persons. She responded to questions from the committee regarding additional persons that could be served in community health centers through the bill.

04:14 PM -- Carrie Curtiss, Colorado Consumer Health Initiative, testified in support of the bill. She stated the bill will benefit uninsured Coloradans statewide.

04:15 PM -- Cindy Sovine, Colorado Health and Hospital Association, testified in support of the bill. She described cost-savings associated with preventive care.

04:16 PM -- AW Schnellbacher, spoke in support of the bill. He stated the bill will expand health care to the uninsured and to the rural areas of the state. He addressed questions about Referendum C.
