Report of the Salary Survey Commission-

Kathay Rennels, Larimer County Commission; Chair, County Elected Officials' Salary Commission, spoke to the makeup of the commission and reviewed the provisions of the bill forming the commission (Attachment A). Commission members in the audience introduced themselves to the committee. She reviewed some of the provisions of the report and spoke to the various requirements of county officials, pointing out that county surveyors are the only elected officials who must be licensed before they can serve. Ms. Rennels responded to committee questions regarding district attorneys and why their salaries were not included in the survey conducted by the commission. She also explained why the salaries will not be subject to cost-of-living increases indicating that while an attorney general's opinion allows such increases, the commission decided not to adjust the salaries for cost-of-living as the salaries are proposed in HB 06-1295, the legislation resulting from the commission's report. Ms. Rennels also responded to committee questions about what work schedule determines a full-time county commissioner.

Chip Taylor, Colorado Counties, Inc., responded to committee questions regarding district attorneys indicating that the Colorado Constitution lists county elected officials and district attorneys are not included among that list. Mr. Taylor also explained the difference between Table X and Table Y in the commission's report. Table X shows the base salaries for each category and Table Y shows the cost-of-living adjusted salary amounts. Mr. Taylor responded to other committee questions regarding the duties of a county coroner when a sheriff is incarcerated or dies. Representative Lindstrom clarified that the coroner does not get the sheriff's salary in either case though the coroner does become the sheriff in both instances.
