12:02 PM -- House Bill 06-1109

Representative King reviewed the provisions of House Bill 06-1109, concerning measuring public school effectiveness. The bill instructs the technical advisory panel on the measurement of longitudinal academic growth to determine the method by which to identify schools that demonstrate the highest rate of growth, taking factors including school size into account. Representative King spoke to potential amendments and distributed a memorandum from the Legislative Council Fiscal Note Staff (Attachment F).

12:03 PM -- Ken Turner, representing himself as the superintendent of Academy School District 20, testified in support of the bill. He is a member of the technical advisory panel on the measurement of longitudinal academic growth, but stated that he was not representing the panel.

12:04 PM -- Rich Wenning, representing himself as an employee of the Colorado League of Charter Schools, testified in support of the bill. He also is a member of the technical advisory panel, but noted that he was not representing the panel.

Representative King responded to questions about schools that may not have much room for high levels of growth. He described the two different awards programs, the Governor's Distinguished Improvement Awards and the Colorado School Awards Program, to recognize different groups of schools. The committee continued to discuss the role of awards and money for these schools.
