Representative Pommer, Chair, called the meeting to order.
10:04 AM -- Joint Budget Committee
Senator Tapia, Vice-Chairman of the Joint Budget Committee (JBC), distributed a handout of the presentation (Attachment A). He introduced members of the JBC: Representative Plant, Chair; Representative Buescher; Representative Hall; and Senator Keller. Other members of the committee that were not present are Senator Owen; and Representative Plant, Chair. The presentation included information regarding:
- a graphic overview which shows funding and FTE components and trends;
- a department overview which shows key responsibilities, factors driving the department's budget, and major funding changes approve d for the current fiscal year (FY 2005-06);
- a decision item priority list which provides a listing of each department's decisions items for FY 2006-07 in priority order, as ranked by the department; and
- a numbers pages overview which provides an overview of the major increases and decreases requested for the upcoming fiscal year.

Representative Bueshar explained that the JBC's intent is to fully comply with the provisions of Referendum C. Senator Tapia also indicated that the $80 million request from the Governor's office is not included in the JBC forecast. Senator Keller indicated that the JBC is currently under negotiations with the Governors office regarding the request and the JBC has not formally voted on that request.

Senator Tapia reviewd the Transportation Revenue Anticipation Notes (TRANS Bonds) (Attachment A, pages 3 and 4) and stated that the TRANS bonds have been allocated and accounted for and will be paid back.

Senator Tapia made clsoing comments and stated that becusae of Refernedum C, the transportation area will see an increase of $817 million over the next five years. Senator Tapia answered questions from committee members and stated that JBC supports funding for the transportation area.
