Senator Kester, sponsor, presented House Bill 06-1071 concerning juvenile court proceedings

Rocco Meconi, County Department of Human Services, spoke in favor of the bill. Mr. Meconi stated that the bill allows a county Department of Human Services to act as a party in dependency and neglect and delinquency proceedings.

Pat Ratliff, Colorado Counties, spoke in favor of the bill. Ms. Ratliff discussed the existence of dependent and neglected children who end up in delinquency proceeding and stated that this bill helps to deal with those "mixed" cases.

Sherry Kester, Judicial Department, took a neutral position on the bill. Ms. Kester stated that the proposed amendments help to mitigate some of her concerns.
