Senator Sandoval explained that the committee was unable to locate the prime sponsor of HB 06-1266, Senator Veiga. Since time was running out for the session, Senator Sandoval allowed the witnesses to present the bill.

Ms. Charissa Hammer, Colorado Welfare Fraud Council, spoke in favor of the bill. She explained the provisions of the bill which makes changes regarding the recovery of public assistance payments for which a judgment has been issued. She indicated that the bill primarily allows the state to garnish an individual's workers compensation benefits if welfare fraud is discovered. She indicated that the bill's fiscal impact has been removed as the Department of Human Services could implement the provisions of the bill manually outside the state's computer systems, such as the Colorado Benefit Management System.
