Representative Merrifield, prime sponsor, reviewed the provisions of Senate Bill 06-031, concerning authorizing payment of College Opportunity Fund stipends for education programs on military bases. He discussed circumstances of military personnel who take courses on military bases and the need to authorize College Opportunity Fund stipends for these circumstances.

08:19 AM -- Joseph Simeina, representing himself as a Fort Carson soldier who takes classes through Pikes Peak Community College, testified in support of the bill.
08:22 AM -- Terry Brubaker, representing Fort Carson, testified in favor of the bill. He responded to questions about decisions on course offerings on base.

Representative White commented on the potential costs for computer reprogramming. Representative Merrifield reviewed Senate amendments to the bill.
