Representative Merrifield, prime sponsor, reviewed the provisions of Senate Bill 06-031, concerning authorizing payment of College Opportunity Fund stipends for education programs on military bases. He discussed circumstances of military personnel who take courses on military bases and the need to authorize College Opportunity Fund stipends for these circumstances.

Terry Brubaker, representing Fort Carson, testified in favor of the bill. He responded to questions about decisions on course offerings on base.
