Representative Butcher, sponsor, presented the bill requiring a study health insurance costs in Pueblo.

Representative Frangas, sponsor, presented the bill creating a program for lower cost pharmaceutical drugs. He distributed L.001, a strike below amendment, to committee members (Attachment B). Amendments L.003, L.004, L.005, L.006, and L.007 were also distributed to members (Attachments C, D, E, F, and G).

Travis Berry, Colorado Competitive Council, spoke against the bill. He stated the bill will raise the cost of pharmaceuticals for employers throughout the state.

Mark Kinney, Rx Plus Pharmacies, discussed the bill. He discussed Medicaid reimbursement rates to pharmacists and discounts and rebates required by the bill.

Chris Howes, Colorado Retail Council, discussed concerns with the bill's provisions, including audits of and costs to pharmacies.

Susan Cox, Kaiser Permanente, spoke against the bill. She stated, without buy-in from those impacted by legislation, successful implementation is more difficult to achieve. She described efforts Kaiser has undertaken to improve the bill.
