Senator Evans, prime sponsor, presented SJR 06-14 concerning a joint committee on ethics. The resolution adds a new rule to the Joint Rule of the Senate and House of Representatives, which would create a Joint Committee on Ethics established by resolution at the beginning of each regular session. Senator Evans spoke at length about the current process for bringing an ethics complaint against a member of the Colorado General Assembly. He then discussed the process that would required should the bill be passed. He stressed that he is attempting to make the procedure as objective and unbiased as possible. The committee had a lengthy discussion about the changes the bill would affect. A major change is that complaints will go directly to the Joint Ethics Committee, rather than going through leadership.

The committee discussed the possibility of giving the Joint Ethics Committee subpoena power during the preliminary investigation. They discussed the difficulty of enforcing such a subpoena.
