Senator Taylor, prime sponsor, reviewed the provisions of Senate Bill 06-233, concerning the clarification of the existing authority of the state auditor to access confidential documents. He distributed a document outlining the provisions of the measure (Attachment A).

Sondra Chessare, representing the Northern Colorado AIDS Project and the Colorado Research Associates (CoRA), testified against the bill. She testified that the organizations oppose this legislation because it does not include a confidentiality provision for HIV/AIDS patients.

State Auditor Joanne Hill testified in favor of the bill. She reaffirmed that the information gathered will be protected.

Senator Taylor provided closing comments on the bill. He said this bill is necessary to ensure transparency in governmental activity, while protecting patient confidentiality.
