Roy Turner, Colorado/Wyoming Petroleum Marketers Association, commented on procedures for compliance with the bill. He suggested that there should be a "supply waiver" in the penalties section of the bill.

Stan Dempsey, Colorado Petroleum Association, commented on compliance with the provisions of the bill. He said that he believes that the rule-making process for the bill will be costly and difficult.
