Representative Benefield, chair, called the first meeting of the first conference committee on House Bill 06-1107 to order. She discussed differences between the House and Senate versions of the bill and inconsistencies between House Bill 06-1107 and Senate Bill 06-083.

Members of the conference committee discussed whether or not the bill would prevent minors from driving with adults other than their parents and if the bill would prevent minors from driving with adults who have an out-of-state license.

Karen Epps, Office of Legislative Legal Services (OLLS), explained that as the rerevised bill is written, a minor may drive with an adult that has an out-of-state license, but the adult may not sign the minor's instruction log. She also explained that time spent driving with an individual other than the adult responsible for signing the instruction log does not count toward the minor's required 50 hours of driving experience. Ms. Epps detailed the inconsistencies between House Bill 06-1107 and Senate Bill 06-083 and stated that the two bills have similar language addressing similar issues.

Members of the committee discussed a conceptual amendment to the report to clarify that an adult other than the adult authorized to sign the minor's instruction log may, with the authorized adult's permission, supervise a minor while the minor is driving. The authorized adult would remain the only individual allowed to sign the minor's instruction log, and the time spent driving would not count toward the minor's required hours of driving experience.
