Senator Spence, prime sponsor, explained the provisions of SB 06-094, concerning the regulation of motor carriers by the public utilities commission. The bill updates state law to comply with the federal Unified Carrier Registration Act of 2005.

The following person testified.

Terry Willert, Chief of Transportation, Public Utilities Commission (PUC), testified in support of the bill. He explained that the bill will allow the PUC to continue to administer the unified carrier registration system. Mr. Willert also explained that the bill eliminates obsolete language. Mr. Willert responded to questions from committee members and stated that PUC establishes the registration fees in accordance with federal law. He also explained that the PUC is part of a safety and advisory council that addresses the issues of insurance and registration.

Greg Fulton, President, Colorado Motor Carrier Association (CMCA), testified in support of the bill. He explained that the CMCA has concern about non-registered commercial vehicles. Senator May stated that he would be willing to work with CMCA regarding non-registered commercial vehicles and bring it forward to the Transportation Legislation Review Committee in the interim.
