Representative Hefley, prime sponsor, introduced the bill, which concerns the crime of felony child abuse. Representative Hefley provided some of the facts that lead to the drafting of this bill. The bill has been introduced before, but this version is more complete. It adds specific severe conditions as a basis for the felony crime of child abuse, and specifies the evidence by which such severe emotional damage may be proven.

Terry Makita, Sheriff of El Paso County, spoke in support of the bill. Sheriff Makita discussed situations in El Paso County of extreme child abuse and he believes this bill provides a tool to law enforcement officials to intervene on behalf of abused children.

John Newsome, District Attorney of El Paso and Teller Counties, spoke in support of the bill. Mr. Newsome provided some details of serious child abuse cases that were prosecuted as misdemeanors.

Ms. Burkey discussed the various non-physical ways that children can be abused and stated that she believes this bill would help to limit the destructive impact of abuse to children and society.
