Representative Butcher, House Sponsor, described the provisions of the reengrossed bill, Page 3, line 4, that allows civil fines of up to $25,000 per violation, per day for violations of state water quality control laws.

Senator Tapia described concerns expressed in the Senate about the level of the fines in the reengrossed bill and proposed limiting the bill to creating the Water Quality Improvement Fund and not increasing the fines.

Committee discussion followed about amending the reengrossed bill to lower the penalties for violations of water quality regulations.
