03:05 PM -- SR06-008

Senator Evans, prime sponsor, reviewed the provisions of Senate Resolution 06-008, concerning public participation in proceedings of the state Senate through electronic means. Senator Evans asked the committee to weigh the cost of the measure against the benefit to the state. Senator Evans reviewed the prescriptive nature of the resolution. Senator Fitz-Gerald expressed concerns about the fiscal impact of the measure and the teleconferencing aspect of the resolution. She indicated that this measure could prejudice the system based on the location of the teleconference centers. Senator Groff expressed concerns about public participation and the creation of a new committee. Senator Fitz-Gerald told the committee about discussions held with the House regarding this issue. Senator May discussed the interactively provisions of the resolution. Committee discussion ensued.

The committee discussed the Fair Campaign Practices Act and its compatibility with the broadcast. Senator Tupa requested the committee review the report drawn up by the House.
