Senator Tochtrop introduced her bill that would prohibit price gouging during an emergency.

Stan Dempsey, Colorado Petroleum Association, spoke in opposition to the bill. He provided two handouts to the committee (Attachments B & C). He discussed a potential amendment limiting the bill to only apply to retail sales. He responded to questions from the committee regarding the frequency of price-gouging. He described the proposed amendment (Attachment D). He responded to questions from Senator Weins regarding potential situations that might cause problems with limiting retail establishments' price increases to 10 percent. Committee discussion ensued.
