12:10 PM -- Conference Committee on Senate Bill 06-051

Senator Tupa, chairman, called the conference committee to order. Representative Larson distributed an amendment CLSB051.001 (Attachment A). This amendment would include a ban on cash, gifts, tickets, and trips into the bill. The chair stated that this amendment goes beyond the scope of the differences between the two houses, thus each house would need to grant this permission.

The committee discussed this motion, including Representative Larson's provisions in the bill, and the impact that would have on the final adoption of the bill. Senator Tupa explained that this amendment would keep the amendments made in the House except that it would delete the language that places restrictions on honoraria. He also indicated that one addition part of the bill needed to be amended (page 4, lines 9 and 10 of the bill). The motion passed on a 6-0 roll call vote.

The committee discussed the hardships legislators face when representing rural districts. Senator Mitchell expressed concerns with the passage of the bill preempting a solution to the compensation concerns. Representative M. Carroll highlighted the dependance of legislators on special interest groups to fund their legislative offices and activities.
