Representative Benefield, chairman, called the committee to order. She explained that physical education instructors are the only instructors not required to be highly qualified under the federal "No Child Left Behind Act." She said the proposed conference committee report takes out the cite to federal law, but maintains the intent. Senator Tupa made further clarification. Representative Kerr noted a desire to maintain local control for school districts. Senator Tupa responded.
