07:44 PM -- House Bill 06-1297 - Concerning an Income Tax Checkoff for Multiple Sclerosis

Representative Decker, prime sponsor, explained that House Bill 06-1297 creates the Multiple Sclerosis Fund in the State Treasury. For income tax year 2006 through tax year 2008, a voluntary contribution designation line for the fund would appear on state individual income tax returns. Representative Decker commented that the General Assembly would annually appropriate money from the fund to the Department of Revenue for its costs of administering money designated as contributions to the fund. After subtracting these costs, money in the fund would be transferred to the Multiple Sclerosis Fund to promote the growth and success of the National Multiple Sclerosis Society. Representative Decker distributed a fact sheet (Attachment D) and a news article (Attachment E) to committee members.

Ms. Kathryn Spritzer, National Multiple Sclerosis Society, testified in support of the legislation and distributed a packet of materials to committee members (Attachment F). Ms. Spritzer described the people who are affected by Multiple Sclerosis and discussed the services that are offered by the national society. (Representative Vigil, Chairman, briefly pulled the bill off the table to continue the testimony phase for the remaining income tax checkoff bills.)
