01:39 PM -- Senate Bill 06-179

Representative Penry, sponsor, described the provisions of SB 06-179 that appropriates $10 million of severance tax moneys for four years for water projects recommended by basin roundtables. He explained that HB 05-1177 created basin roundtables in each of the state's seven water divisions to assist with water planning and development.

The following persons testified on the bill:

01:43 PM -- Russell George, Executive Director of the Colorado Department of Natural Resources, described the role of the state in implementing of HB 06-1177 concerning interbasin compacts and spoke in support of the bill. He also described the history of funding for water development projects and described the purpose of the Severance Tax on non-renewable minerals, such as oil and gas.

01:55 PM -- Doug Kemper, Colorado Water Congress, spoke in support of the bill.

01:59 PM -- Chris Trees, Colorado River Water Conservation District, spoke in support of the bill and in opposition to Amendment L. 007 (Attachment A). He also spoke in support of Amendment L. 008 (Attachment B).

02:04 PM -- Rod Kuharich, Director of the Colorado Water Conservation Board, responded to questions from the committee regarding grants administered by the board.

02:10 PM -- Jen Boulton, Trout Unlimited, Colorado Audubon, commented on the bill and spoke in support of Amendment L. 010 (Attachment C).

02:15 PM -- Garin Bray, Colorado Farm Bureau, spoke in support of the bill and expressed concern about Amendment L. 010.
