The meeting was called to order by the chairman, Representative Merrifield.

01:47 PM -- House Bill 06-1358

Representative Coleman reviewed the provisions of House Bill 06-1358, concerning students who enroll in higher education courses while still enrolled in high school. She provided history of discussion of the issue and the types of programs that are available in certain school districts. She spoke to the type of opportunities that these "fifth year" programs provide to students and discussed the manner in which the bill would amend the Postsecondary Enrollment Options Act. Representative Coleman discussed her interest in the issue.

01:53 PM -- Scott Mendelsberg, representing himself as former principal of Lincoln High School, testified in favor of the bill. He spoke to the low expectations he encountered when he became a principal at Lincoln High School. The program implemented at Lincoln High School is called College Now.

Mike Prado, representing himself as a graduate of Lincoln High School, testified in favor of the bill and discussed his academic and volunteer experiences at the high school. He spoke to his current work as a student at the Community College of Denver. He responded to questions from committee members.

Christine Johnson, President, the Community College of Denver, testified in favor of the bill. She spoke to the goal of improving college participation rates for Denver Public School students. Dr. Johnson discussed the variety of partnerships that the Community College of Denver has established through memoranda of understanding.

Dr. Johnson responded to questions regarding the credit hour requirements and the length of the programs that the Community College of Denver offers. Representative King discussed the goal of having students complete programs by a fifth year. Dr. Johnson spoke to the funding mechanisms that have been utilized. She further spoke to provisions in the bill for participation of ninth and tenth grade students.

02:22 PM -- Mike Davis, President, Pueblo Community College, testified in favor of the bill. He spoke to the services and programs his institution provides to rural Colorado students. The opportunities and avenues that Pueblo Community College's programs offer were discussed. He described the different types of students that participate in programs on his campus. He responded to questions about the school districts and schools with which his institution collaborates, and distinguished between receipt of a certificate of completion and a high school degree.

Dr. Davis responded to questions about the potential impact of the legislation on his institution. He indicated that he anticipates increased participation in his programs if House Bill 06-1358 passes. The impact on the College Opportunity Fund program was discussed with Dr. Davis.

Representative Coleman responded to questions about her intentions with the legislation in respect to student eligibility for the College Opportunity Fund program.


02:37 PM -- Paul Vandever, student, Marsha Caldwell, counselor, and Greg Golchey, principal of Sheridan High School, came to the table together to describe the impact of the fifth year program that Sheridan High School has established. Sheridan High School has four distinct diploma tracks to address the needs of different students and has partnered with nearby Arapahoe Community College.

Ms. Caldwell, a counselor at Sheridan High School, described her work with students who participate in the program and the success she has seen upon its implementation. Ms. Caldwell responded to questions about requirements for full-time credit hour enrollment.

Mr. Golchey responded to additional questions about credit hour requirements for certain programs at Sheridan High School.

Paul Vandever, student, discussed the importance of the counseling in his success at the school. Ms. Caldwell responded to additional questions about students who may be in their sixth or seventh year of Sheridan's program. She stressed the importance of the goals that students are able set and meet because the dual enrollment program is available.

Representative King asked additional questions about the per pupil funding amount received by Sheridan School District for specific students participating in the program. Mr. Golchey responded to questions about the way that the funding amount is expended. Representative King raised concerns if school districts were eligible to receive per pupil funding and funding through the Colorado Opportunity Fund program.

Mr. Vandever provided further testimony about how the program assisted him in the transition to postsecondary education. Mr. Vandever responded to questions about the incentive that the program provides for students to remain enrolled in high school.

Julie Pelegrin, Office of Legislative Legal Services, came to the table to respond to questions about amendment L.001 and the potential impact of the amendment made in L.011. A memorandum from the Legislative Council Staff fiscal staff was distributed (Attachment E). Representative Coleman responded to questions about the participation rate in fifth-year programs at Lincoln High School and Sheridan High School.

Mr. Mendelsberg returned to the table and testified that approximately 85 students are enrolled in a fifth year program at Lincoln High School. The committee was told that 47 students are enrolled in fifth-year programs at Sheridan High School. Representative Coleman responded to additional questions about the language in amendment L.001. In response to committee discussion, Representative Paccione commented on eligibility for the College Opportunity Fund program. Representative King raised concerns regarding the level of pupil funding for which the state may be obligated under the bill.
