03:56 PM -- House Bill 06-1358

Representative Coleman, prime sponsor, reviewed the provisions of House Bill 06-1358, concerning students who enroll in higher education courses while still enrolled in high school. The House Education Committee heard the bill on March 9 and referred it to the Committee on Appropriations. The Committee on Appropriations re-referred it to the House Education Committee. Representative Coleman discussed work that had been done on the bill in preparing a new amendment to the bill. She specified that a trust fund would be established and described the way in which slots would be allocated.

Representative Coleman continued to walk the committee through the proposed strike-below amendment (Attachment M). She responded to additional questions about the trust fund and compared it to the Colorado Preschool Program slots. The committee discussed how the new proposal differs from the bill before the committee previously. She said that it is different in that it does not impact the Postsecondary Enrollment Options Act any longer; it is a separate program. The student criteria for participation in the program was also discussed. The committee received a hand-out (Attachment M)
