Representative Coleman provided an overview of House Bill 06-1157, concerning the security of communication and information resources in public agencies. Representative Coleman responded to questions regarding the positioning of a state chief information officer in Colorado government and the role of the Governor's Office in bringing the bill forward.

Mr. Henry Sobanet, Budget Director, Office of State Planning and Budgeting, provided background regarding dangers to public communication and information resources and explained the security plans to that would be implemented as a result of the bill. Mr. Sobanet addressed the nature of attacks on communication and information resources and clarified what levels of government would be affected by House Bill 06-1157.

Mr. Mark Weatherford, Chief Information Security Officer for Colorado, testified in favor of the bill. Mr. Weatherford described the types of attacks incurred by the state's information and communications systems and provided further explanation of the requirements under the bill.

Mr. Rick Dakin, representing himself in the capacity of an information security specialist, testified in favor of House Bill 06-1157. Mr. Dakin explained the impact of attacks on information and communications systems and testified to the merits of the program effected by the bill. Mr. Sobanet responded to a question regarding the integration of institutions of higher education in the program.
