12:03 PM -- Optional Demonstration of SAVE Program

The committee held an optional meeting to learn about a federal employment verification program that had been discussed during recent hearings of bills pertaining to immigration-related issues. Due to the informal nature of the meeting, no roll call was taken. Representative Weissmann provided opening remarks. Mr. Brian D. Burke, Regional Human Resources Manager, ALSCO, provided a demonstration of the Systematic Verification of Alien Entitlements (SAVE) Basic Pilot Program, which verifies the employment eligibility of recently hired employees. Mr. Burke distributed copies of a Memorandum of Understanding that private companies enter into with the federal Social Security Administration and the Department of Homeland Security for the purpose of participation in the SAVE basic pilot program (Attachment A). Mr. Burke explained how the program works. Mr. Burke then explained his experiences with denials of eligibility by the database used for the SAVE program and the reliability of the database.

Mr. Burke demonstrated the computer database. Discussion ensued regarding the usual course of action taken by both the employer and employee when the database determines that the employee is ineligible for employment. Discussion followed regarding incentives for employers to enter the pilot program and the scope of the program.

Mr. Burke provided further details of his experience with the program and the utilization of the program by ALSCO and ALSCO's competitors. Mr. Burke responded to questions regarding the timing of the verification process and security features of the program. Mr. Burke then provided details of ALSCO's employment arrangements.
