Senator Tochtrop, prime sponsor, reviewed the provisions of Senate Bill 06-169, concerning urban renewal, and, in connection therewith, eliminating blight as a condition permitting the establishment of an urban renewal authority or the approval of an urban renewal plan, restricting urban renewal activity to slum areas, and placing restrictions on the ability of an urban renewal authority to condemn property through eminent domain. Senator Tochtrop reviewed other measures relating to eminent domain, and how this bill relates to those measures.

Senator Groff reviewed the provisions of L.001 (Attachment A). This measure removes references to "slum" from statute, and conforms language within the statute. Senator Johnson asked for clarification on the amendment as it relates to tax increment financing. Bob Lackner, Office of Legislative Legal Services, came to the table to respond to questions from the committee.
