Senator Takis, Chair, called the meeting to order.

02:02 PM -- House Bill 06-1072

Senator Tapia, prime sponsor, explained the provisions of HB 06-1072, concerning the issuance of special license plates honoring service in the armed forces of the United States. HB 06-1072 allows the spouse, child, or parent of a person who died in the line of duty while serving in the armed forces and deployed to a combat zone to apply for a fallen service member special license plate for which the deceased would qualify.

Diane Reimer, Department of Revenue (DOR), came to the table to answer questions regarding HB 06-1072. Ms. Reimer raised DOR's concerns of HB 06-1072 which included the effective date of July 1, 2006. She requested that it be changed to January 1, 2007. In addition, Ms. Reimer requested that the weight for vehicles be changed from 12,000 pounds to 16,000 pounds.

The committee members discussed the definitions of "spouse" and whether the definition includes previous or past spouses. The committee also discussed the provision in the bill that requires the plate to bear the work "fallen" and the title of a person who serves in the branch of the armed forces in which the deceased served. Committee discussion ensued concerning the number of plates such provision would create and the potential increase of work load for county clerks.

Ms. Reimer stated that the special license plate will not require a 3,000 signature requirement and the design for the plate has not been created.

02:19 PM --
George Thomas, representing the United Veterans of Colorado, testified in support of the bill. He stated that the original intent for the special license plate was to list the title of the person who has served in the armed forces. Mr. Thomas answered questions from committee members.

02:24 PM -- Arthur Guerrero, representing the United Veterans of Colorado, testified in support of the bill. He stated that the special license plate represents respect for family members who have lost a fallen service member of the armed forces. Mr. Guerrero answered questions from committee members.

Senator Tapia made closing comments for HB 06-1072. He stated that he would like a conceptual amendment addressing DOR's concerns.
