Representative Lindstrom presented House Bill 06-1016, which authorizes the Motor Carrier Services Division to issue a one-time temporary household mover registration. To be eligible, the mover must show evidence of liability insurance, sign a statement that the mover is insured, pay a fee of $150, and pay an identification fee of $5.00 per vehicle.

Representative Lindstrom responded to questions about whether states neighboring Colorado have similar requirements for temporary movers. Members also asked if the legislation applied to individuals simply helping others, such as friends and relatives, move. Representative Lindstrom responded that he does not know if other states have similar legislation, and that the legislation applies only to individuals who make a business from moving, not those who are simply helping others move.

Greg Fulton, president of the Colorado Motor Carriers Association, testified in support of the bill. Mr. Fulton stated that the bill addresses "rogue" moving companies that seek to deceive customers. In the past, the state of Colorado has been a magnet for "rogue" movers who have left states with "tighter" laws. The legislation allows identifying information to track movers seeking to deceive their clients.

Members asked Mr. Fulton if the legislation needs to clearly differentiate between "intrastate," and "interstate," movers. Mr. Fulton responded that the federal government has oversight of what interstate movers are doing.
