R.J. Hicks, representing the Colorado Motor Carrier Services, testified in support of the bill. He stated that fraudulent CDLs is a major safety issue for the state of Colorado. He also stated that the provisions of the bill are consistent with federal regulations. Mr. Hicks answered questions from committee members and stated that the provision in the bill that prohibits the courts from accepting a guilty plea to another offense is consistent with federal regulations.
