Senator Takis, prime sponsor, explained the provisions of HB 06-1341, concerning the unlawful use of commercial driver's licenses. The bill makes it a misdemeanor for a person to:

possess a altered or false commercial driver's license (CDL);
fraudulently obtain or refuse to surrender a CDL;
use another's CDL or permit to someone to use another's CDL;
refuse to surrender a suspended, revoked, or cancelled CDL to the Department of Revenue; or
duplicate a CDL for resale or distribution.

The following person testified:

02:46 PM -- R.J. Hicks, representing the Colorado Motor Carrier Services, testified in support of the bill. He stated that fraudulent CDLs is a major safety issue for the state of Colorado. He also stated that the provisions of the bill are consistent with federal regulations. Mr. Hicks answered questions from committee members and stated that the provision in the bill that prohibits the courts from accepting a guilty plea to another offense is consistent with federal regulations.
