Representative Witwer, sponsor, described the provisions of the bill that limits liability of owners of abandoned mining operations on land used for public recreation. He also read an e-mail from a landowner expressing concern about their ability to protect themselves from lawsuits related to public use of their land by hikers. Representative Witwer also described the provisions of Amendment L. 001 (Attachment D) and Amendment L. 002 (Attachment E) that amends Amendment L. 001.

02:19 PM -- Terrence Rapoport, Colorado Fourteeners Initiative, spoke in support of the bill. He also described a public information program that his organization will conduct to educate the public about responsible use of private lands and the risk of abandoned mine properties.

02:23 PM -- Elizabeth Rosen, Colorado Trial Lawyers Association, spoke in support of the bill. She also commented on Amendment L. 001 (Attachment D).

02:24 PM -- Doug Robatham, Trust for Public Land, spoke in support of the bill and described his organization's efforts to acquire private in-holding inside public lands in Colorado.
