Senator May reviewed the provisions of Senate Bill 06-104 concerning the repayment of cash funds. He discussed the associated fiscal impact. Senator Lamborn asked if there should be any prioritization placed on any of the repayment areas. Senator May said that he sees no priority, instead he would just like to see all the funds repaid over a period of time. Senator Tupa asked specifically how this bill changes the current system. Senator May said this bill provides for a complete repayment; currently the legislature has no obligation to repay these funds. Senator Lamborn stated his support of the bill, saying that this puts Colorado on the path to recovery, and gives a moral impetus and incentive to repay the cash funds. Senator Fitz-Gerald asked about the source of money to repay these funds. The committee discussed the use of Referendum C funds.
