06:21 PM -- House Bill 06-1086

Representative Crane provided an overview of House Bill 06-1086, concerning the regulation of games of chance by the Secretary of State, and spoke to the merits of the bill. Representative Crane referenced a handout regarding bingo-raffle statistics that was previously provided to committee members. Mr. Kyle responded to questions regarding increasing the period of license suspension for bingo-raffle licensees and the financing of bingo-raffle promotions.

Mr. Amen also provided testimony regarding the use of large and progressive jackpots in the games. Mr. Amen responded to a question regarding maximum amounts for game prizes.

Mr. Chris Cash, Charities Program Manager and Legislative Liaison for the Licensing Division, Office of the Secretary of State, made himself available to answer questions regarding the bill. Mr. Cash first clarified the number of licensees in the state, and then addressed questions previously deferred by Representative Crane. A discussion ensued regarding the potential for an amendment to return licensee suspension penalties to the previous levels. Discussion followed regarding prize minimums for the games of chance. Mr. Ginsig provided a clarification regarding this discussion.
