Representative Hodge, bill sponsor, provided an explanation of the provisions of HB 06-1165 regarding the powers of local governments to declare quiet zones at railroad crossings.

John Bramble, City of Brighton, Colorado Municipal League, spoke in support of the bill. He explained the process by which municipalities can, pursuant to federal law, declare certain railroad crossings quiet zones, and to how the bill will allow, via improvement special districts, quiet zones to be financed. He explained the various ways railroad quiet zones are accomplished.
