Representative Todd reviewed the provisions of House Bill 06-1285, concerning authorizing the University of Colorado to implement an accountable student program for students in health sciences professions. She responded to questions regarding the changes that the bill would make in regard to what a nonresident student pays for health sciences programs.

Teresa Berryman, Vice Chancellor for the University of Colorado at Denver and Health Sciences Center, and Dick Krugman, Dean of the School of Medicine at the University of Colorado at Denver and Health Sciences Center, came to the table together to testify in support of the bill. Ms. Berryman stated that very few nonresident students enroll in the health sciences programs, but that this change in law would assist the University of Colorado. Ms. Berryman and Dr. Krugman responded to questions regarding current state support and tuition relative to the actual costs for the health sciences programs.

Representative King expressed concern about the calculation for actual costs under the bill. Ms. Berryman explained that language in the bill parallels provisions for the veterinary medicine program at Colorado State University.

Lauren Kingsbery, representing the Colorado Association of School Boards, testified in support of the bill and indicated that the bill had been requested by school districts. She said that the bill did not make substantive changes to school board elections, but rather modifies current law to conform it to the election code.
