Senator Bacon made introductory remarks regarding the prioritization of capital construction and controlled maintenance projects for funding in FY 2006-07. Senator Windels provided an overview of a priority list prepared for her by Legislative Council Staff (Attachment A).

Senator McElhany moved a priority list prepared for him by Legislative Council Staff (Attachment B), and also moved to move the Department of Personnel's request to spend $1.7 million on the design phase for a new state office building at 1555 Sherman Street up the list to priority "29a." Senator McElhany explained his reason for prioritizing projects to a dollar level that exceeds available capital construction revenue. Senator McElhany responded to a question regarding a Department of Corrections (DOC) project in Trinidad. Mr. Bill Daley, Office of State Planning and Budgeting (OSPB), responded to a question regarding the Trinidad project. A discussion then ensued regarding the Judicial Space Needs Assessment project. Senator Windels explained her reason for prioritizing a DOC sewer improvement controlled maintenance project at the Colorado Territorial Correctional Facility (CTCF) within the level of priorities to be funded on Attachment A. Representative McFadyen moved to place the Trinidad DOC project and the CTCF controlled maintenance project ahead of the DOC Denver Reception Diagnostic Center project on Attachment B, temporarily numbering these projects as 27a and 27b. The committee discussed how it would proceed when considering motions and agreed to consider the above motions separately. Senator McElhany provided a brief explanation of the Sherman Street office building project.

Representative Berens moved to place the Colorado State University (CSU) Diagnostic Medicine Center project ahead of the Cumbres and Toltec Scenic Railroad Track Rehabilitation project on Attachment B, with the temporary priority number of 10a. A discussion ensued regarding the justification for the project Diagnostic Medicine Center project.

The committee discussed the placement of the Cumbres and Toltec Track Rehabilitation project on the priority list. Ms. Jennifer Moe, Legislative Council Staff, clarified the total in expenditures for the prioritized projects after the committee's approved changes to the priority list. Representative Riesberg moved to reduce the FY 2006-07 request for the Auraria Higher Education Center Science Building Addition and Renovation project from $7,704,899 to $2,429,100. The committee discussed the potential for modifying the request amount for a University of Colorado (CU) project. Mr. Rob Korman, CU, explained the prioritization of the CU-Boulder Visual Arts Complex and Ekeley Sciences Middle Wing Renovation requests, and discussed the phasing possibilities for these two projects.

Representative McFadyen moved to place the Pueblo Community College Academic Building/Learning Center after the CTCF Sanitary Sewer/Storm Distribution Improvements project, which was relocated by a previous motion to temporary priority number 27b on Attachment B. If approved, the temporary priority number for the Pueblo Community College project would be 27c. Mr. Jason Hopfer, Colorado Community Colleges System, explained the Pueblo Community College project. A discussion ensued regarding the justification for moving the project up on the priority list.

Representative Riesberg discussed the possibility of moving the Fort Lewis College Berndt Hall Reconstruction project up on the priority list. Ms. Joan Johnson, Colorado Commission on Higher Education (CCHE), explained the phasing of the Fort Lewis project. A discussion ensued regarding the prioritization of the project. A discussion followed regarding prioritization of the Colorado School of Mines Green Center Improvements project. Mr. Jim Cole, Colorado School of Mines, explained the Green Center project. Mr. Cole responded to questions regarding precisely what the Green Center project improves and explained the historic funding timeline of Green Center improvements. A discussion ensued regarding merits of funding the Green Center project at the expense of other projects. Representative Riesberg mentioned that he had learned that the Fort Lewis College Berndt Hall project discussed earlier could be phased. The committee then revisited an earlier motion to reduce the request amount for the Auraria Higher Education Center Science Building Addition and Renovation Project.

Ms. Johnson then provided an overview of the CCHE prioritization process, both in general and for the FY 2006-07 prioritization cycle. Ms. Johnson then explained the prioritization for the CU-Colorado Springs Science/Engineering Buildings project. Ms. Johnson responded to a question regarding a letter that may have originated with CCHE pertaining to the deadline for submitting capital requests to CCHE.
