Senator Isgar, prime sponsor, described the bill, which would transfer $12.8 million to the Species Conservation Trust Fund from the Severance Tax Trust Fund.

Tom Blickensderfer, Division of Wildlife, commented on the bill and said that he is asking that the General Assembly fully fund the bill this year. He commented on activities which would be funded under the bill.

Don Ament, Executive Director, Department of Agriculture, asked that the committee pass the bill to recapitalize the Species Conservation Trust Fund. He said that original motivation of the program was to avoid problems for water users. He said that the program has required a decade of negotiations and that so far there has been no loss of consumptive use of water. He said that the program benefits the entire state.

Debra Freeman, South Platte Water Related Activities Program, spoke of past water conflicts and mitigation requirements. She said that the program enables water activities on the South Platte to continue. The program enables Endangered Species Act compliance in return for the availability of resources that benefit the species.

Steve Simms, Aurora and Colorado Water Congress, said that these organizations support the bill. He commented on the use of water under the program.
