The committee continued to hear testimony on House Bill 06-1185. The committee first began hearing House Bill 06-1185 on January 25, 2006. The committee only heard witness testimony on January 25th, the committee did not take any action on the bill.

Chairman Pommer only allowed testimony from witnesses who had signed up at the January 25th hearing and did not have a chance to testify.

Gordon Allott, Executive Vice President at KP Kaufman, spoke in opposition to the bill. Mr. Allott explained that KP Kaufman is a small independent gas and oil production and well service company. He discussed the activities of his company and described KP Kaufman's decision-making process for drilling at certain locations. Mr. Allot also outlined the problems KP Kaufman has with the legislation and answered questions for the committee.

M.L. Tucker, Regional Manager of Public and Government Affairs for LaFarge. Ms. Tucker explained that LaFarge is a member of the Colorado Rock Products Association and the Colorado Ready Mixed Concrete Association and that she is representing those two groups today as well. Ms. Tucker described the activities of her company and described some of the company's work. She spoke in support of amendment L.008 (Attachment A).

Stan Dempsey, President of the Colorado Petroleum Association (CPA), addressed CPA's position on the bill. Mr. Dempsey explained that the CPA does not yet support the bill, but is willing to work with Representative Curry to draft legislation that will accommodate all parties.
