Representative Curry, sponsor, described the provisions of SB 06-037 concerning recreational in-channel diversion (RICD) and explained that the bill was recommended by the interim Water Resources Review Committee.

Larry MacDonald, representing the cities of Vail, Breckenridge, Golden, Steamboat, Pueblo, and Chaffee County, spoke in opposition to the bill described current law concerning water rights and diversion structures for RICDs. He also responded to questions from the committee.
