Senator Takis, Chair, called the meeting to order. She reminded committee members and the audience that handouts must go through staff before being distributed. Staff distributed a handout from the Colorado Department of Transportation, concerning the State Transportation Improvement Program (STIP) (Attachment A).

Senator Sandoval, prime sponsor, explained the provisions of SB 06-100, concerning the creation of a Colorado "Kids First" special license plate. The bill creates the "Kids First" special license plate for motor vehicles that do not exceed 16,000 pounds. Senator Sandoval also explained a prepared amendment L.002 (Attachment B). Senator Sandoval answered questions from committee members. Senator Williams stated that the language in the bill is standard for all special license plate bills and the license plate can be placed on motorcycles.

02:12 PM -- Lisa Van Bramer, a citizen, testified in support of the bill. She distributed a copy of the certificate issued by the Secretary of State's Office certifying that the Rocky Mountain Research and Prevention Institute is a nonprofit organization (Attachment C), a copy of other states "Kids First" license plates (Attachment D), and a fact sheet for SB 06-100 (Attachment E). Ms. Van Bramer answered questions from committee members.

02:27 PM -- Senate Bill 06-080

Senator Tochtrop, prime sponsor, explained the provisions of SB 06-080, concerning the creation of the support the troops special license plate for motor vehicles. The bill creates the support the troops special license plate that features a yellow ribbon and the phrase "support the troops". The issuance of the plate is authorized to persons who pay the appropriate fees plus a one-time fee of $25. The bill also requires the applicant to donate $10 to American Military Family, Inc.

Ralph Bozella, representing the United Veterans Board of Colorado, testified in support of the bill.

Andrew Meverden, representing the Colorado National Guard, testified in support of the bill. He stated that the National Guard would be eligible and is need of additional funding created by the special license plate.

John Wagner, representing the Colorado National Guard, testified in support of the bill. He stated that there are many people who would support the license plate.

Debbie Quackenbush, representing American Military Family, Inc., testified in support of the bill. She stated that the $10 donation required by SB 06-100 is given to the American Military Family, Inc. Ms. Quackenbush answered questions from committee members and stated that the American Military Family, Inc., has been in existence for a year. Senator Tochtrop and Ms. Quackenbush stated they believe that 3,000 signatures could easily be obtained to move the special license plate forward.

Senator Tochtrop answered questions from committee members and stated that the Division of Motor Vehicles within the Department of Revenue waived the 3,000 signature requirement for the creation of the support the troops special license plate. She also stated that this plate does not take away from other military plates and allows people who have not served on a branch of the military to show support.

The committee discussed the language of previous bills that created special license plates.

Senator Tochtrop discussed an amendment to SB 06-080. She explained that the language of the amendment is consistent language of other special license plate legislation.

The committee discussed the 3,000 plate requirement . Senator Tochtrop responded to questions and stated that the design of the license plate is being worked on.

02:54 PM -- Senate Bill 06-028

Senator Lamborn, prime sponsor, explained the provisions of SB 06-028, concerning the creation of a bronze star special license plate. The bill authorizes a person who has received a bronze star to obtain a bronze star special license plate. Senator Lamborn explained the prepared amendment L.001 (Attachment G).

Owen Sisbarro, representing himself, testified in support of the bill. He stated that the bronze star is more prestigious than the purple heart. He also stated that there is currently a purple heart special license plate. Mr. Sisbarro answered questions from committee members and stated that recipients of the bronze stars are awarded for their leadership and accomplishments. Senator Lamborn stated that all four branches of the military offer a bronze star.

Arthur Guerrero, representing the United Veterans Committee, testified in support of the bill. He stated that there are approximately 5,000 individuals in Colorado who have received a bronze star. Mr. Guerrero stated that he is also the recipient of a purple heart and silver star. He passed his three awards around for committee members to view.

Warren Tellgren, President, United Veterans Board of Colorado, testified in support of the bill.

Senator Lamborn made closing comments for SB 06-028. He stated that bronze star special license plate is essential to honor the recipients of the bronze star. He also further explained amendment L.001 (Attachment G).
