Representative Boyd stated that, under section 24-75-1105, C.R.S., the Joint Health and Human Services committee and the Joint Budget Committee must meet jointly to review the use of tobacco settlement moneys. She reviewed the materials that were previously provided to the committee, including audits of several programs funded with tobacco settlement dollars, annual reports produced by the Department of Health Care Policy and Financing, and various documents showing the distribution of tobacco settlement dollars in recent years (Attachments B through D). A copy of the statute governing the review was distributed to the committee (Attachment E).

Representative Boyd asked if any members had any questions or comments regarding the tobacco settlement moneys. Representative Plant noted that the committees needed to pick a date in the future which the committees would again meet to review the use of the moneys. Representative Boyd suggested that the committees meet again in three years. Without objection from the committees, it was agreed that a bill would be drafted specifying that the Joint Health and Human Services Committee and the Joint Budget Committee must meet jointly in three years to review the use of the tobacco settlement moneys.
