01:40 PM -- Senate Bill 06-237

Senator Grossman, bill sponsor, introduced the bill and explained that the bill was a product of the Joint Select Committee on Homeland Security and various state departments. This bill requires the Department of Local Affairs (DOLA) to implement the statewide and regional emergency plans interoperable communications.

Barbara Kirkmeyer, Executive Director, Department of Local Affairs, testified in support of the bill and informed the committee that DOLA and additional state departments were in support of the bill. Director Kirkmeyer explained that the bill will require local governments to collaborate in the development of the regional plan in order to be eligible to receive homeland security or public safety grants administered by DOLA and that local emergency plans will comply with federal requirements (see Attachment A).

Michael Coleman, Consolidated Communications Network of Colorado Inc. and County Sheriffs of Colorado, testified in support of the bill and spoke to the efforts of the statewide interoperability network and noted that the county sheriff's are pleased with this version of the bill.
