Speaker Romanoff called the meeting to order. He explained to the committee the purpose of today's meeting, noting that it is not the job of the Legislative Council to debate the merits of the bill, rather to determine that each legislative recommendation fits under the proposing committee's charge. He said that a notebook was provided to each member of the legislative council containing an executive summary of each committee's interim work, the bill recommendations, and the committee's authorizing statute or resolution (Attachment A).
