A scheduled briefing by the Joint Budget Committee (JBC) was deemed cancelled by Representative Weissmann. Copies of a memorandum providing an overview of a JBC briefing similar to one presented to the Senate State, Veterans, and Military Affairs Committee were provided to committee members (Attachment A), as well as a memorandum from John Zeigler, JBC Staff, responding to a question from Senator Tupa regarding payback of cash funds (Attachment B).

Representative M. Carroll presented House Bill 06-1149, concerning the regulation of persons involved in communicating with state public officials for the purpose of influencing official action. Representative M. Carroll provided an overview of the bill and included hypothetical examples of the bill's practical effect, as well as the merits of expanded requirements for lobbyist disclosure. Representative M. Carroll referenced a handout from the Center for Public Integrity that was previously provided to committee members (Attachment C). An additional handout was also provided to committee members that contained public comments compiled by Colorado Common Cause (Attachment D).

Representative Cadman presented and provided an overview of House Bill 06-1152, concerning a requirement that the results of absentee and early voting be reported by precinct. Representative Cadman responded to a question regarding tracking ballots by precinct.

Ms. Carol Snyder and Mr. Scott Doyle, Co-chairs of the Colorado County Clerks Association Legislative Committee, testified in opposition to the bill. Ms. Snyder addressed the financial and workload burdens for county clerks that would result with the passage of the bill. Copies of a handout were provided to the committee detailing Adams County voter precincts and districts (Attachment K). Ms. Snyder referenced Attachment H as she explained the complexities of splits within voting precincts. During this testimony, Ms. Snyder distributed and commented on a memorandum distributed to committee members regarding these complexities in Weld County (Attachment L) and a map distributed to committee members detailing precincts in the City of Westminster (Attachment M). Ms. Snyder addressed questions regarding the tracking of ballots by precinct. A discussion followed regarding the memory capacity of existing voting machines.

Representative Coleman provided an overview of House Bill 06-1157, concerning the security of communication and information resources in public agencies. Representative Coleman responded to questions regarding the positioning of a state chief information officer in Colorado government and the role of the Governor's Office in bringing the bill forward.

Mr. Henry Sobanet, Budget Director, Office of State Planning and Budgeting, provided background regarding dangers to public communication and information resources and explained the security plans to that would be implemented as a result of the bill. Mr. Sobanet addressed the nature of attacks on communication and information resources and clarified what levels of government would be affected by House Bill 06-1157.

Mr. Mark Weatherford, Chief Information Security Officer for Colorado, testified in favor of the bill. Mr. Weatherford described the types of attacks incurred by the state's information and communications systems and provided further explanation of the requirements under the bill.

Mr. Rick Dakin, representing himself in the capacity of an information security specialist, testified in favor of House Bill 06-1157. Mr. Dakin explained the impact of attacks on information and communications systems and testified to the merits of the program effected by the bill. Mr. Sobanet responded to a question regarding the integration of institutions of higher education in the program.
