Representative Green discussed the provisions of Bill 2 - Blue Ribbon Panel on Transportation. The bill creates the Blue Ribbon Panel on Transportation and specifies that the Governor,the Speaker of the House of Representatives, and the President of the Senate appoint members of the panel representing various transportation-related experts. Two versions of the bill were distributed: version 1 (Attachment B) and version 2 (Attachment C ). Representative Green distributed a handout summarizing the provisions of version 2 (Attachment D) and discussed the differences between the two bills.

Responding to questions from members, Representative Green stated that she was unaware of the Colorado's Department of Transportation's position on the bill.

Representative Green stated that the language in the bill only provides examples and it is the discretion of the appointing authority to decide what organizations are represented.

Representative Gardner suggested striking all references to specific organizations throughout the bill.
