Representative Butcher introduced Bill 3 and distributed several handouts to the committee, including a sheet showing the per capita income of the state (Attachment S), a copy of section 39-3-103, C.R.S., (Attachment T), a sheet showing the median family income in the state (Attachment U). She distributed three amendments to the committee, proposed amendment #1, proposed amendment #2, and proposed amendment #3 (Attachments V through X). She responded to questions from Senator Johnson regarding the need for a study to analyze health care costs in Pueblo county and Senator Keller regarding the income tax credit for health care professionals. The committee discussed the tax credit, and Representative Butcher suggested that the tax credit be removed from the bill, also making amendment #2 unnecessary. Senator Evans and Representative Butcher discussed possible reasons for the high cost of health insurance in Pueblo.

Representative Butcher discussed proposed amendment #1 (Attachment V). Amendment #1 modifies the definition of "rural area" for purposes of the programs created by Bill 3 to include an area designated as an enterprise zone. She stated that her intent was to designate areas outside of the metro area as rural areas of the state. Committee members discussed the funding for the Nursing Teacher Loan Forgiveness Pilot Program and the definition of "rural area". Senator Johnson suggested that the committee not amend the current definition of "rural area" in the bill and to revisit the definition when the bill is heard in the regular session. Representative Butcher withdrew amendment #1 and amendment #3. Senator Sandoval encouraged the committee to move the bill forward.
