12:03 PM -- CDOT Budget

Commissioners Steve Parker and Henry Sobanet, Colorado Transportation Commission, presented information regarding the CDOT budget and distributed a copy of a power point presentation entitled Presentation on CDOT Budget by Colorado Transportation Commission(Attachment M). Commissioner Parker began by explaining CDOT's planning and budget process. He stated that CDOT is currently working on its 2035 Plan, which is a statutorily required transportation plan that CDOT must produce.

Heather Copp, Chief Financial Officer, CDOT, explained how CDOT assesses the department's long-term needs for projects.

Tom Norton, Director, CDOT, explained that the CDOT does not have the authority to provide the General Assembly information on how to raise taxes to fund CDOT projects.

Responding to questions from members, Ms. Copp explained how CDOT re-prioritizes its projects to align the projects with projected revenues.

Commissioner Sobanet explained that the primary funding source for CDOT is from the Highway Users Tax Fund (HUTF) and reviewed the state resources for funding. Senator Takis identified the transportation funding memorandum produced by Legislative Council Staff (Attachment B). The presenters responded to questions from the committee. Senator May stated that the HUTF funding does not appear to be adequate. Commissioner Sobanet reviewed the federal funding process and issues related to the Highway Trust Fund and the flat or negative trend of Highway Trust Fund moneys. He discussed Colorado's donor/donee status relative to the federal funding.

Responding to questions from members, Mr. Norton discussed the effect that using or increasing public transit would have on overall traffic congestion.

Responding to questions from members, Ms. Copp explained how CDOT administers federal transportation funds.

Responding to questions from members, Commissioner Sobanet stated that the Transportation Commission will provide the committee with information on toll roads and the Colorado Tolling Enterprise
