Representative Frangas called the committee back to order and briefly explained Bill 5 concerning access to health insurance (Attachment D). There was discussion about how broad the bill title is and whether he would like to tighten it.

Kristen Forrestal, Office of Legislative Legal Services, responded to the committee's concern and stated that the bill has too many components to tighten the title. Representative Frangas distributed a technical amendment he had prepared, Amendment L.004 (Attachment Y). He explained the amendment strikes the words do not on page 3, line 22 of the bill.
