Representative Hoppe, sponsor, closed her remarks on SB05-062 concerning recreational in-channel diversions. Testimony on the bill was heard on March 21, and the bill was laid over, as amended. The committee recessed after a motion to the Committee of the Whole was made and a substitute motion to the refer it the House Judiciary Committee failed on a vote of 5-5.

10:11 AM -- House Bill 05-1307

Representative Penry, sponsor, described the provisions of HB05-1307 concerning a preference for the purchase of Colorado agricultural products by state government entities. He described Amendment L. 002 (Attachment A) and explained that the bill includes a recommendation from the Agriculture Promotion Task Force that was established in HB04-1089. Committee discussion followed about the preference for agricultural products that was created in 2004 (HB 04-1093).

10:28 AM -- Jim Rubhing, Colorado Department of Agriculture's Market Divisions, spoke in support of the bill and described the benefits of purchasing local agricultural products. Committee discussion followed about the fiscal impact of the bill.
