Christy Chase of OLLS described the major provisions of Bill 1 (Attachment A). The bill adds emergency medical care coverage to the list of required coverages for auto insurance policies issued in Colorado. She also described changes to the previous draft that was reviewed by the committee. Senator McElhany had a question regarding the costs of implementing the bill and whether a fiscal note had been prepared. Christy Chase indicated that a fiscal note had not been prepared.

Rep. Cadman proposed an amendment to Bill 1. Specifically, he wanted to change certain wording on page 2, line 15 of the draft bill to cover only "medically" necessary emergency medical care, rather than "reasonable, necesary, and accident-related emergency medical care". The motion failed due to lack of a second. Rep. Carroll spoke in opposition to the amendment. Sen. Gordon had a question regarding the amendment. Sen. Wiens had a question on language used in the prompt pay statutes. In particular, he wanted to know if the prompt pay statutues referred to reasonably necessary medical care or medically necessary care. Christy Chase of OLLS responded that the prompt pay statutes do not use either the terms medically or reasonably necessary medical care.
